First, let him be in pursuit. This will put him in his element and he will really come alive. If he does not then he is either too weak or not interested enough. You give him the space by backing off and responding when he chases after you. Let him initiate the phone calls more often and be really excited when he does. This will encourage him and the more that you back off and respond to his advances the more you will have to respond to.
Second, do something minor but that is totally unexpected. Give him a hug and slip a little note into his pocket. Send him a text with nothing but a smiley face. Tell him that you were thinking about him today and did not know why. Let him wonder about your intentions and see if he is up for a little mystery.
Next, take your time. Relationships are more like living things than they are contractual agreements. You cannot force a flower to bloom, nor can you force the sun to rise earlier than it is supposed to. The same is true in his attachment to you. Enjoy the journey and understand that in time it will lead in the direction which both of your hearts take you. In the end, this is a better place to be anyway.
